Birmingham stacks a 4% city tax and a 2% Jefferson County tax (1% general plus 1% special district) on top of Alabama's 4% state rate, for 10% on general merchandise. The state's 2% grocery rate only reduces the state's share: the city and county 6% keeps applying in full, so groceries still ring at 8% here rather than a deeper cut. Storeveu holds Birmingham's combined rate at the store level so general merchandise and groceries split correctly at the register.
