State sales tax

6% state, 6% to 9% with local

The state rate is 6%. Counties and municipalities may stack separate 1% taxes on top of it, each needing its own referendum: Local Option, Capital Projects, School District, Education Capital Improvement, Transportation, Tourism Development and County Green Space. Combined rates typically run 6% to 9%, and the layer is not uniform inside a county line, so a multi store operator here cannot run one rate everywhere. Unprepared food

Exempt from state tax only

Unprepared food is exempt from the 6% state rate under SC Code 12-36-2120(75), and the definition follows the federal SNAP-eligible food list rather than a separate state grocery list. Local taxes still apply unless the specific local tax exempts food, so you need a grocery rate per jurisdiction rather than a zero rate. Prepared and hot-case items stay fully taxable, and a county or municipality may add a local hospitality tax of up to 2% on them under SC Code 6-1-720, remitted locally instead of to SCDOR. Lottery commission

7%, South Carolina Education Lottery

Retailer commission is 7%, set by the South Carolina Education Lottery under the South Carolina Education Lottery Act, SC Code Title 59, Chapter 150. Lottery matters more here than in most states for package stores, because tickets are one of the few things a retail liquor store is allowed to sell alongside spirits. Alcohol licence and carding age

Beer and wine only, card at 21

South Carolina licences through the Department of Revenue's Alcohol Beverage Licensing division and keeps spirits separate from beer and wine. A convenience or grocery store can hold an off-premises beer and wine permit but cannot sell distilled spirits, which come only from a retail liquor store under a PRL licence running 9:00 a.m. to 7:00 p.m. Monday through Saturday. Alcohol is 21 under SC Code 61-4-50 and 61-6-4080, and failing to ask for identification is itself prima facie evidence of a violation. Tobacco and nicotine are also 21 at the register even though SC Code 16-17-500 still reads eighteen, because federal Tobacco 21 governs, so Storeveu prompts for date of birth at 21 on both categories and scopes each store to the categories its licence covers.

Do I need a different tax rate for each of my South Carolina stores?

In most cases yes. The state rate is 6% and every local layer is voter-approved rather than mandated, so counties and municipalities can each add separate 1% taxes: Local Option, Capital Projects, School District, Education Capital Improvement, Transportation, Tourism Development and County Green Space. Combined rates typically run 6% to 9%, with Jasper County at the current 9% top after its Transportation Tax took effect on 1 May 2025. The Catawba tribal rate is a separate 7% tribal sales tax applying on the Catawba Indian Reservation in York County and administered by SCDOR, not a 1% add-on to the state rate. SCDOR charts county rates on form ST-575, lists county designations on ST-500 and takes local reporting on Schedule ST-389, and Storeveu inherits the state rate across your South Carolina stores with a per-store override for the local layer.

Are groceries tax free in South Carolina?

Only at state level. Unprepared food is exempt from the 6% state rate under SC Code 12-36-2120(75), and the definition tracks eligibility for purchase with USDA food coupons, so it follows the federal SNAP list. Local sales taxes still apply unless the particular local tax exempts food: Education Capital Improvement and the Horry and Jasper transportation taxes do exempt it, Local Option generally does not, and Capital Projects exempts it only where the referendum was held after 3 June 2009, so two Capital Projects counties can behave differently. Items actually bought with SNAP benefits cannot be taxed at all under federal rules, while the same item paid for in cash can still carry local tax. Can my South Carolina convenience store sell liquor?

No. A convenience or grocery store can hold an off-premises beer and wine permit only, licensed through the Department of Revenue's Alcohol Beverage Licensing division. Distilled spirits are sold solely from a dedicated retail liquor store under a PRL licence, and SC Code 61-6-1500 makes sales unlawful between 7:00 p.m. and 9:00 a.m., which is where the 9 to 7 Monday through Saturday window comes from. Liquor sales are also unlawful on Sunday, on Christmas Day and during periods proclaimed by the Governor under SC Code 61-6-4160, so the closed-day calendar covers more than Sundays. Beer and wine have their own window under SC Code 61-4-120, unlawful between twelve o'clock Saturday night and sunrise Monday morning, so Monday trading starts at sunrise rather than at midnight.

What can a South Carolina package store sell besides spirits?

Very little, and this is the rule that shapes the catalog. SC Code 61-6-1540 bars a retail liquor store from keeping, storing or selling any other goods, wares or merchandise, and bars any place of amusement on the premises. The carve-outs are narrow: all wines, drinking glassware packaged with the liquor by the wholesaler or producer, nonalcoholic items sealed and combined by the producer, and lottery tickets under Title 59, Chapter 150. In practice that rules out snacks, loose mixers, ice and general convenience lines, so an SC package store runs a much shorter catalog than a package store in most other licence states.
