Yes. Tax rules are configured per store, so an Oregon location simply carries none and the register adds nothing to ordinary merchandise. Where a city levies its own prepared food tax, that is applied per department on the store that needs it, and an operator running stores in both Oregon and a sales tax state keeps one catalog across both.
