There isn't one flat number for the whole city. Orleans Parish's 5% local tax stacks with Louisiana's 5% state rate for a 10% baseline everywhere, but three special districts add their own layer: the French Quarter Economic Development District pushes it to 10.245%, Magnolia Marketplace Economic Development District to 11%, and Riverwalk-Spanish Plaza Economic Development District to 12%. Which one applies depends on the store's exact address, not just its neighbourhood, so confirm the parcel before setting the rate. It can, once your prepared food and beverage sales get large enough. The Ernest N. Morial Exhibition Hall Authority levies its own tax on food service establishments in the parish: 0.5% once a store's prior year prepared food and drink sales pass $200,000, rising to 0.75% past $500,000. It sits on top of the standard combined sales tax and only applies to items sold for immediate consumption, not packaged grocery stock. Beyond the state ATC permit every Louisiana retailer needs, New Orleans requires its own Alcoholic Beverage Outlet licence from the city's Bureau of Revenue and Alcoholic Beverage Control Board. The city licenses by content type, a Low Content/Beer licence, a High Content/Liquor licence, and a separate Wine Permit, so what you can ring depends on which one you hold. Many zoning districts also require a Conditional Use Permit from the City Planning Commission before packaged alcohol sales are a permitted use at all, an extra approval step most other Louisiana parishes don't add. With the city. In New Orleans that means registering and filing directly with the City of New Orleans Bureau of Treasury through its own portal, salestax.nola.gov, with returns due on the 20th of the month, on top of the state filing every Louisiana store already handles through the Department of Revenue. It's a real setup step for a new store, a second tax account and a second login, even though the underlying obligation is common practice across Louisiana parishes generally.
